Licence changes are published weekly as regional PDF booklets — eight of them, thousands of entries a month, formatted for legal notice rather than for reading.
There is no national view. A dealer covering the M62 corridor has to read at least three separate publications every week to see their own patch.
An application states the authorisation an operator is applying for — not how many vehicles they're adding. That requires comparing it against what they currently hold.
